any names or dates on it? Looks like it could bore out muzzle-loading rifle barrels.
 
Horizontal drill press, powered by a crank. I spent a good many hours on a crank when I was a kid, in the days before we got electricity.

We had a vertical post drill with a crank, also forge, various grinders, cream separator, food grinder, sausage stuffer, rope making machine - I cranked them all!

If you ever see the rigs used to bore barrels, even back in the 1800's, you'd never mistake a horizontal drill press for one of those.

It's an old horizontal drill press. The handle on the end turns the drill bit and if you look you can see the threaded rod that walks the table, that U shaped thing at the other end, up the column. Power feed don'tcha know. Works just like a post drill only on it's side. The hand wheel up near the crank handle, the head end, moves the bit down and the other one at the foot moves the feed rod to bring the table up the column. Once it's lined up you cranks away and drill your holes.
