Have a Makita radio that came with adapter cord to run off 110--my question is the transformer using any power when radio is not on ? and no it does not charge the battery-I guess this would apply to any transformer without a load on it >
?
 
Feel it, if it's warm, it's using power. Compare the heat to what you would experience from a light bulb. Probably not enough to even measure!

MY ANSWER/OPINION

Unless it has some sort of On/Off circuitry (which I doubt) the answer is YES its still using power when radio is not on assuming its still plugged into 120 VAC receptacle.

THEORY

It likely consists of and starts as an AC Transformer with a 120 VAC HV Primary input and lower output which is rectified to the DC voltage required. If that's how its built and there's no on/off circuitry (I doubt) the HV Primary 120 VAC Transformer winding is setting there drawing current even if the radio is off. Of course, not as much as if there's a load attached.

All transformers draw a little current when energized, even your cell phone charger, laptop power supply when not plugged into computer, etc. But, it is only micro/amps and would have to be plugged in for a long time to use an 8 cent kwh. Those energy saving advise sites say to unplug them when not in use to conserve electricity, but, I can afford a buck a year to not have to bend over to pull the wall wart out of the outlet when I am not charging or powering something. But, that is just me.
 
yup.. just magnetizing current / copper losses.

a hand on the side can give you an idea of watts dissipated

many 'wall warts' might not even be transformered anymore.. most are likely switching supplies / triac based.
