Sounds like bull to me. If it is a digital clock it is for sure bull. Only the mechanical clocks that use 1 AA battery will lose time due to low voltage.

Most of the systems have a crystal for time keeping, I think they all drift. Extreme temperature might affect it.
 
Assuming you're talking about a home security system, it almost certainly has a battery backup, which means it can't rely on the line frequency for time. So it's using an internal crystal for its time reference. The time accuracy is only as good as the crystal (which apparently isn't very accurate at all). There's nothing to be done about it, short of replacing the controller.
