Flourescent light problem

I have two fluorescent light fixtures that don't want to work after putting in new tubes. They have been blinking and gradually went from 2 tubes working and finally none, they showed the black ends. These are 2 tube 8 ft and the ballast is an advance ES-25200-tp. They don't use the little starters. Is there a way to bench check the ballasts?? Thanks in advance for any help! EGBinOR
 
After checking that the wires are tight in the sockets then about the only thing left is a ballast. Usaually I will try two more new tubes just to be sure I didn't get a bad one out of the box but I am dealing with a case of tubes. Not every new tube is always good.Should be a date on the back of the ballast.
 
My experience with that sort of light fixture is that if I replace both bulbs and still doesn't work, its the ballast. I maintain 2 retail stores so Ive had plenty of practice.
 
Yes if you have tried 2 sets of tubes and still not working its the ballast. This is how I did it at the factory I maintained.
