I inherited a Ford NAA. Upon cleaning out the toolbox I found a tool that I did not recognize. Any ideas?

I could take the bit between my teeth and take a guess I suppose :)
probably a relic from the 'tractor' it replaced , a nice sentiment if it was .
 
This farm dates back to 1890 in Arlington,WA. They were using Clydsdale horses before the tractor age. Thanks all of you for your help. Very witty replies!
 
Rick, As I recall my late Grandfather called that type of bit a JIC bit. They were used on horses whose mouths had "toughened up" and wouldn't respond to a normal bit.
