Not so sure this is the case on some foreign cars and
older tractors. (I mean old tractors) leej.
 
On any drain plug you are pushing the wrench with your right hand towards the left or clockwise. But if you were lying on the floor facing it then it would be CCW rotation.

Depends on the vehicle. Those with standard petcocks, like old-timey cars, trucks, and tractors, turn counterclockwise to open. But I've had some newer ['80's-up] cars and such that had left-hand threads.

So...it just depends.
 
It depends. It's hard to describe, but I'll try. I've seen some that have a stem that passes completely through the petcock housing, so that the seat is actually outside the end of the housing. Normal clockwise right-hand tightening rotation actually pushes the seat off the end and allows fluid to drain. Counter clockwise left hand rotation pulls the seat down on the seal.

Gotta disagree with you on the rotation, though.

Most (if not all) use a left-hand thread, so turning them left/CCW makes the stem move inward and open the valve.

It's pretty much standard between the ones that opn in and the ones that open outward... Left/CCW opens them and Right/CW closes them.
