glue wood to varnished wood

I'm making some pull-out drawers in kitchen cabintes and need to glue woodcleats to the inside of the cabinets which have a finish, probably lacquer. I don't think Titebond would adhere. Whats a good choice?
 
The problem with wood glue for that application is it needs a porous surface, and varnish isn't porous. I would scuff up the varnish with sandpaper, then glue with either epoxy or urethane glue. Epoxy would be my preference; urethane tends to expand. I'd also use small screws.

Are you sure the interior is wood and not melamine? NOTHING sticks to melamine.
 
Can you sand off the varnish in the spots where you want to glue on a piece? If you leave the varnish in between the pieces either the glue to varnish joint and the varnish to wood joint might be a weak point.
