catapillars on plants?

My neighbor had these guys eating up her plant. What type of insect is this?

They kind of seemed to disappear a little since the milkweeds went away. That used to be quite a sight to see when you were a kid.
 
Monarchs rely almost exclusively on milk weed. I have a couple of nice patches. I realize it's not so nice in hay but ....

Swallowtail Caterpillar and not the Monarch. Notice the Monarch has just stripes and not the spots in the bands. The swallowtail feeds mostly on the parsley family of plants like carrots, dill, fennel and parsnips. The Monarch feeds on milkweed.

Here is an Eastern Tiger Swallowtail we had at our place this summer (in MN... had never seen one in my life... saw two this summer, locations about 10 miles apart). There are other types of swallowtail butterflies too.
