For cleaning, gloss would be better still. Only down fall of gloss and semi is that every imperfection in the finish work will be visible. In a shop, if you will clean the walls, I'd probably go with semi.
 
If you are going to weld in there, you better stick with flat paint. The shinier it is, the more light will reflect where you don't want it to.
 
I painted my shop with high gloss white. It may show an imperfection here & there, but I'd do it again in a heartbeat. Combined with heavy ceiling & wall lighting you nearly have to wear sun glasses, but I absolutely love it. I'd worked in a cave long enough. No more darkness for me.

I do carpentry, welding, mechanical, auto body, and general repair in my shop. Walls are two layers of paneling and ceiling is mostly half inch plywood. I love my bright, clean shop.
