CARB carb on weed whip

I got a free weed whip at a yard sale because it wouldn 't start. I got it started without much fiddling, but the carb needs adjusting. It's what I assume is a CARB-compliant carb -- one with plastic restrictors that limit adjustment on high and low. I'm not too familiar with these carbs. Can I break off the plastic "stops" to adjust better? I don't know what I'd find under the plastic, and I don't want to make it worse. Advice appreciated. Thanks.
 
I have removed the screws after removing the plastic caps, then cut a slot in the head, using a Dremel with a cut off wheel.
 
I want to offer a different viewpoint:

I work for a lawn equipment dealer. It would be a liability for the company if I were to attempt to repair a unit where the limiter caps or carburetor had been removed, altered, etc. The EPA has inspectors who go around checking on small engine shops and I am told that the fine is about $36,000 if they find an infraction.

You can remove those caps and mess with that carburetor all you want to. But don't expect any reputable shop to work on it after that.
