What is it?

The only markings are a patent date of Apr 6 99 and a trade mark of two parallel arcs with a single line connecting in the middle.

trocar is solid awl in a hollow sheat.
When you stick a cow you hold the sheat down and pull the trocar out.
I used them plenty when i had dairy cows,..got still one of these devices kicking around somewhere.

I don't buy that as a depth stop.

It's too complicated, and if it were some kind of an awl, it's awfully fat to need a depth stop - if you're puncturing something with it, it just couldn't be all that accurate to require a depth stop.

I'm voting for one end of a beam compass as somebody else suggested.

That "stop" looks MUCH more like a no-mar clamp. To clamp on a beam (like a yardstick) without hacking the beam up with a set screw when it's tightened.
 
It's a Trammel Point, used with a long steel ruler as a Beam Compass to make large circles, or to duplicate the radius of an arc.

You are missing the steel ruler and scribe holder, to make it a complete unit.
