Need help MQ whisperwatt generator worth

I was told I can make an offer on this generator. It currently belongs to a government agency. I know one of the maintenance guys that work there. He claims it has been well maintained. They need to get rid of it because it doesn't comply with the newest smog regs. It is actually overkill for my needs but if the price is right I wouldn't mind getting it.
It has around 7000 hours on the clock. It may or may not have been rebuilt. (He is going to look into that for me) If these pics post you can see the pertinent info. So .. can anyone tell me what a reasonable offer might be?

Looks like the housing is rough shape. Lots of rust. But it looks to be a good unit,tag information is good. You can wire it for single or three phase.If it has a voltage selector switch. I would check it over real good. Switching when running can burn out the switch. Which means lots of money to replace.

Have them run it for you. Should be a very quite. Would make a good standby for a house or barn.I wouldn't offer more than 2000.00.If that much.
