Cleaning gas tank

I have a gas tank on a brush chipper that is full dirt and I don't know what else. About a 25 gallon steel tank. I tried steam cleaning today for about an hour but didn't do much. What can I add and let it soak. Does have two top hole and drain hole on bottom. Can take it out but kind of hard to do. thanks
 
To properly clean it internally , it has to be removed from the machine . Once its removed , flush it out good , then pour some clean kero inside , plug holes , then shake shake shake . Dump contents into a clean container so you can examine it good . Then you can repeat that process again . When you feel satisfied , blow the inside out with air pressure until its dry . Next you can buy some of that Pors 15 from Eastwood auto refinishing supply .I've not used the stuff , but have heard good reports about it cleaning gas tanks internally & leaving a good anti rust coating on the inside for added protection . Does it have baffles in it? If not take a handful of nuts,bolts,washers and put it in the tank. Take your lawn tractor and put it on jack stands and strap the gas tank to the rear wheel and let it spin in slow speed for 1-2 hrs. Tank will look like new when done then seal it with red kote or similar prod.
 
I mount tractor gas tanks on a cement mixer drum, dump in some nuts and let it run overnight in an outbuilding. I use nuts rather than sand cuz nuts can be retrieved with a magnet.
