First time I saw one was last summer in the blacksmith's shop in Upper Canada Village near Kingston Ont.
Great to see one being used. It was hard to imagine how it worked.
 
I have my Great Grand Father's in the shed. Have not used it or even seen it used in close to forty years. I also have the machines to make the spokes and other wagon wheel parts.

The video show what it does. The reason is that steel ringed wheels stretch the outer steel ring when ran on hard surfaces. So you have to tighten the ring every now and then.

I have seen guys soak the entire wheel in water so the wood swells for a short term fix.
