Sounds like an echo of the project known as "Ignition Park" (http://ignitionpark.com/
) that the city of South Bend, IN bulldozed down most of what was left of Studebaker to promote. Few locally will have the skills for the jobs available, and everyone's waiting for the jobs to be available that were promised. Ignition Park will likely never employ at it's peak what Studebaker did in it's final months (yes, fifty years ago). They city and state have all but thrown cash at businesses to come in and build, and not much has happened. The city also used eminent domain to seize some residential and business properties for the project (and creatively well beyond the scope of the project) that were tax-paying and the businesses were at least employing some people and now it's nothing but vacant lots.
