Help Identifing a Part Its Use

This part is on my Generator, which is a Chicago Electric from Harbor Freight. My Coleman Powermate Generator also has one. It has a linkage attached to the carburetor and also has what appears to be a vacuum line that appears to be attached either to the carburetor or to the block that is between the carburetor and the cylinder head. Pictures are attached. Neither manual that I have nor the parts diagram show this part, or identify it.

I believe if you will check closer you will find it is attached to the choke linkage. The manual choke handle actually pulls the carb. choke with a spring, and when the engine starts the vacuum pulls the choke partly open so you do not flood it out if you do not get the choke pushed in quickly enough. I have a JDTek generator (Chinese knock off) That has the same set up.
