Mystery tool

found at the old homestead. Marked "Crescent Tool Co." and maybe "No 800" - that part is hard to read. One side also has stamped ".250". Other side has stamped ".109" ".134", and ".148". Tool is frozen up, but parallelogram arrangement would allow the sides to separate, and the jaws are grooved such that they would grip a wire. Groove on one side larger than the other.
Appears to be some kind of tool for pulling wire or cable. Doesn't appear to be suitable for stringing fence, suspect more suitable for linemen? Anybody know what this is and its use?

Its a wire clamp for pulling wires, usually overhead electrical, and getting them tight. I had a similar one that had a pulley and rope attached to the long ring. When you hold one half and push on the ring the two halves will separate, and with them separated if you fold the ring over backwards it should lock it in an open position.
 
Got one hanging in the shop right now. As others have stated already, it"s a cable grip for pulling long runs of cable. Usually one that size is going to be used by a utility company for pulling in their wires.
