What was this tool used for?

Does any one know what this tool is or was used for? The flat round place has rubber on it. I have NO idea what it is. It was in some of my father-in-laws stuff. He died 3 years ago at the age of 93.

Could be a leather working tool. To be used to cut the round pointed end on a leather belt or leather strap.
I have one that looks like that.

I agree. Hog snout trimmer. We used to have one. I think the idea was that if you clipped a bit off of a hog's snout, the sore snout would keep them from rooting under a fence.
