small seed with international drill?

I have a international 5100 drill double disk openers and packers with small seed option. There are no seed tubes. How were the seed tubes routed and where were they connected? Should the seed be dropped in front of the packers?

I had a late 510 which was basically the same drill. It just had short drop tubes and the small seed just dropped to the ground. Never a problem with good results, mostly clover and alfalfa. Never seeded any grasses with it.
