The tool is probably something you haven't had before.
Its a wrench that Casper the friendly ghost wud use to work on his invisible tractor.
 
That's the ultra rare see through gin whistle. Never ever try to polish off the patina, that takes away the value as well as the see through. My suggestion would be to list it on Ebay right away. You may also state that you think you can see an image of the Virgin Mary near the left upper corner where some of the see through is slightly blemished. Don't forget to post lots of pictures as that helps bring the price up. Last one I saw was on Antiques Roadshow and it was appraised at almost as much as that blanket on the back of the chair!
 
It isn't difficult to post pictures, if I can do it any one otter be able to do it.
Just follow the directions on how to post a picture.
