What you got yourself right there is a Do-Hicky that is used to press new wiggle pins into wobble shafts.
 
75% of it is a C-clamp. Someone prolly used it to press something specific, might be to take the keepers off'n a a L head valve set, or something like that. Them old tool makers was clever!
 
i am thinking the answer is laying with the tool. the adjustable handle/rod is not threaded but it can be locked by the threaded nut..........do i win your case tractor? restored i hope!
 
When the threaded nut is screwed in, it disapeares under the casting which doesn't allow it to be tightened enough to hold the rod.
