Another what is it?

This was laying in a basement that I was working in and I have never seen anything like this. It spins on a center bole and on the bottom it looks like it bolts to a 4 or 5 inch pipe or post. Maybe a part of a hose reel of some sort or something for wheels?

The Adams Company is still in Dubuque. Current products include gears, sprockets, couplers and other drive components. At one time, they made stoves. I can't see this being part of a stove or furnace.
 
It"s way to big for any of the following suggestions,I would say for training 4 horses to walk in a circle.
Put at least a full size oak 2x4 for each spoke, mount on a big post.
 
It is an outdoor clothes line. It mounts to the top of a post. A 2x2 is inserted in each of the 4 openings [ about 4 feet long] holes are drilled in the 2x2's about 12 inches apart, clothes line rope is strung through --making a chothes line. I have 3 or 4 of them around here. some with manufactures name and some plain. I remember my mother using a clothes line of the type when I was a kid. LJ
