Mystery tool

An old friend/neighbor gave me this about 30 years ago. The only markings are "H & E".

This could be a two fer one deal. Whoever identifies his tool, also puts a name on the one that I have, just like it!
 

My guess would be some sort of leather worker or saddle makers tool. The two clamps grip the leather then, as you continue to turn the crank the leather is pulled together for tacking or stitching.

Will it actually work this way...? or am I looking at the picture incorrectly...?
 
An old Uncle of mine, son of a German descent farmer, would tell me that item is a Whoa-haw for a horses neck! He had fun telling us kids tall tales of things that might have happened around the farm, when we weren't there!
Us kids would just roll our eyes, and pretend that everything he said was the truth.
 
Well - I have to admit that I'm not absolutely certain what this thing was used for. The old neighbor lady's ancestors ran a harness shop in the late 1800's. Her husband, the guy who gave it to me, thought it would have been used to stretch the leather around a horse collar so it could be stitched tightly. Sounds good enough to me. And yes Ken - it works like you thought it did. Good guess! (I think) :~)

It looks like some kind of medieval torture device that would turn you into a soprano. . .
 
Hello everyone,

This was a tool that was used by the Russians to make small accurate adjustments in the power plant exhaust on their ground effect aircraft Lun-class ekranoplan (NATO reporting name Duck designed by Rostislav Evgenievich Alexeev.

This was used only on the first prototype and once the correct angle was established, it was not longer needed. All the following Ekronoplan had the correct angle.
