Seems like I"ve seen one like that and it was used to either place corks in a jug or to remove them.

It's called an "ah-so" and it's a variety of corkscrew. Great for pulling corks that are dried out or that have been "stripped out" with a regular corkscrew. Start the long tang between the the cork and bottle neck, then the short one. Rock the handle until the tangs are completely inserted, then twist and pull.

It's a two pring pong plug in as opposed to the three pring pong plug in.
