Radiator on SA200?

I have another question about the SA200 but it could apply to other equipment. Is the small tube in the rad, under the rad cap a normal type of overflow? I changed the coolant and fixed a tiny leak and after running the machine to check, coolant came out this short tube that goes to the engine side of the rad, after shutting the engine off. I'm thinking the rad will kind of just set it's own level but don't know how it builds up any pressure with this short(3") tube from the inside to the outside of the rad. Didn't the old engines use much pressure? Just curious if this is common? Dave
 

Dave all mine have the short tube, I clamp enough hose to this brass tube to reach a couple inches above ground level. They seem to run with the water level a couple inches below this tube. I'll check when it gets light, but I think I run 13-PSI caps. Seems as I remember having trouble with 15-PSI caps!

".... but don't know how it builds up any pressure with this short(3") tube from the inside to the outside of the rad. " Doesn't matter if tube is 3 inches or 3 feet as far as pressure is concerned. HOW pressure? Well, the tube is connected on the atmosphere side of cap pressure seal, not on pressure side of cap seal. So, if cap seal is good, flow will reach tube ONLY after cap relieves pressure at 13, 15# or whatever cap you use.
 
Thanks. The engine only seems to get to about 170 but it's a cheaper gauge and I wasn't working it. The cap just says pressure and vacuum on it but not how much pressure. Dave
