Wisconson AENLD Runs but will not power flywheel pulley

Good Afternoon, New to the forum but have used quite a bit for different issues I have had but this one I can not seem to find after doing a search on here or the web. I bought an old Devilbliss AirCompressor off a guy and it had this engine as its main power plant. Its the generator type wisconsin with a push button start and magneto. When I purchased it the thing ran beautifully and i was finally able to start sandblasting the right way instead of blast for 5 min wait for compressor to catch up blast for five min wait for compressor to catch up. Anyway the air tank on this thing is no more then a 10Gal. It has blow off valves in place that let go when tank pressure reaches 150 PSI. Well my fear was they fail them BOOM. So i shut it down to install a larger tank and do regular maintenance on it. So I cleaned the spark plug, change the fuel line and filter , took off the rotted muffler and installed a new one and replaced the belts and since doing that the damn thing will start and idle no problem but it will not get up to speed to turn the flywheel pulley to run the compressor. I took the carb apart and cleaned it, soaked it in carb cleaner and replaced the two gaskets, made sure all connections where tight and same thing she will start and idle fine but that's it. I don't know what could be causing it so I come to you all for answers. Here are some more things I noticed and will try to put everything else below I can so maybe someone has experienced this and can help me out.

-Spark plug gap is correct

-when off and the fuel line open there is fuel dripping out of carb (Maybe 1
drop every 2 min)

-I feel exhaust coming out of one spot on the head near a screw hole pretty sure that's not normal but don't know if that would cause my issue.

_Have not touched the magneto I am not familiar with them in the least

-Running fresh fuel 93OCT

-Going to include pics if I can and a short video of engine running currently hoping this helps. I am at a stand still on this job till I get this thing going. Already over budget and really dont want to have to rent another piece of equipment but will If I have to. Figured I would try here first.
