Lister 2 Cylinder Diesel GEN Set?

Anyone give some tips on starting a twin, diesel, 15.5HP, with starter. It has sat for a few years inside though. It has decompressors and a serial number 244HA 212.

Do the de-compressors function? Will the fuel racks travel to the off position when the throttle is set to minimum ? Try to resist the temptation to beat the engine with ether.
