OT: Kawaski FE-@290 igniton ?

I'm trying to get a Club Car Carryall 1 running. It had been sitting for a number of years prior to me getting my hand on it. The coil had a burn mark on it, so I replaced that with a new one. I set the gap to the flywheel @ .012 to spec & put an new plug in. NO SPARK to the plug. There is an igniter that hooks to the coil that I really don't understand its purpose. Is it supposed to intensify the spark of aid the coil?
 
The igniter simply perform the function of the points and condenser for this engine.Before you replace the coil. disconnect the ground wire from the rev limiter that is under the carburetor. These have been known to cause problems also. Don't run it long without the rev limiter or the rod may ventilate the crankcase. The newer coils have the rev limiter built onto the coil. These are good engines with reasonable amount of care. The valves need adjusting about once per year. I worked for 8 1/2 years at the local golf course and we had all club car carryalls for utility vehicles. Gene Davis

After studying the diagram & talking to a tech @ the closest Club Car dealer, I have a question that I don't have an answer to. If you look @ the diagram where it has the Accelerator kill limit switch, the bottom has a white wire that come from the key switch & runs to the (not listed on illustration) Rev limiter & ignitor. the techy said that once the key is on, there should be power to the ignitor after the accel kill limit switch is open otherwise the power goes to ground out the ignition system. Here is where I don't understand. Unless there is some sort or resistor from the key switch to the rev limiter, the should be 12-volts going to the ignitor? The techy seemed unsure that the ignitor could handle !2-volt without burning up. I'm looking for other thoughts to this.
