1941 Jay tamper-compactor 13hp Wisconsin carb

New to this site. Just picked up a very old Jay tamper with a 13hp Wisconsin engine. Seems to date back to the 1940's. Question is the carb? It seems very simple but foreign to me. It appears to have a speed control turn valve for letting fuel into a very different carb which consists of a barrel with a governor control from the block. Any one seen one of these and can offer any advice on its operation. I am sure it will run as it has good magneto spark and good compression.
