What the heck is this thing? A myer pump of some sort. We bought because of the cart.

Yes it is a small sprayer. Those cannisters at the one end are accumulators that absorb the water hammer from the pump each time the piston pumps. It keeps a more steady pressure throughout the system when spraying. It's like a pressure tank on a water well system.
