briggs 14.5 hp surges when cold

Trying to a get a cheap MTD mower to run again after setting for two years. The Nikki carb would not work. I have two used Walbro carbs off different 14.5 Briggs.

Tried both of my used Walbro carbs. Both do the same thing. The mower starts good but will surge (like the carb is too lean) for about 30 seconds when the throttle is wide open till it warms up a little. After it warms up it runs and idles fine.

Is this normal? Also it is 40 degrees here today. wondering if it might just be too cool for it.
 
Does the carb have a flat head screw just beside the throttle shaft, if it does, take it out and run a very small torch tip cleaner wire through the lower end. Hole doesn't go all the way, if it still does it some afterwards, you can loosen it just a tad to stop the surging. Also check the play in the throttle shaft.
 
I would say normal, I have a TSC Husky / Murry mower with that same engine. The choke and throttle are the same lever, so to run partial choke, the throttle must be wide open. Back the throttle down a bit when cold and it surges. Has always done that. A newer TSC Husky / MTD mower with the same engine, has separate choke and throttle levers.
With that it is easy to start and warm the engine at part throttle with no surging. A much improved system IMHO.
