Generator help

Got this (what I think) little generator and cannot figure out how it should be wired. It has a relay on top but what makes it pull in? Don't understand the purpose of the switch on the foot crank. As the crank is pushed down the switch closes. Right now nothing is wired to the top part of the switch. No idea what brand of generator it is. I know the engine is a Briggs. I saw a similar setup on the net looks like a picture out of gas engine magazine.

I think the relay is probably a Voltage Regulator. It would control the field current/voltage to a predetermined level.
No guess on the switch.
 
This looks like a generator for charging batteries. The item you have the cover off of appear to be a cutout relay to prevent battery current from returning to generator when generator is not producing current.

Another option is it could be a magnetic switch to energize generator field for electric starting.
