Wisconsin EngineStromberg carb.

I have an A series engine??? Single cylinder with slanted spark plug towards the front, Stromberg carb. with gas bowl on side instead of under carb. Gas comes in bottom of carb and has to push up on float valve for gas to enter carb. Gas will not push valve open, gas will flow good if I pull up on needle valve, but gas will not push it open. How do I get gas to open needle valve? Any ideas or suggestions?

Is it like the Stromberg carb in this photo?

IF so, the drawing shows how it's supposed to work... The float engages a slot in the needle so it can LIFT the needle as the float falls.
