Wisconsin AKND Won't Run Above Idle

I have a Wisconsin AKND. I got this from a gentleman who told me it has a gummed up carb. I cleaned and rebuilt the carb with what parts i could find. I got it to run, but it will only run smooth at idle. When you rev it up, it sputters, backfires, and runs extremely rough.It finally stalled. I went to try to start it again, and it turnes over very hard. An older friend of mine says that the oil pump quit working so it isn't pumping oil to the governor, thus causing it to not open,and only run at idle. This also explaines why it turned over hard. Adjusting the carb doesn't help. Any thoughts??
 
I should clarify that i have to manualy move the governor arm on the engine to try to rev it up. I get the same reaction this way, or using the throttle cable. It still runs smooth at idle.
