Wisc. AENL governor stuck WOT

The engine is on a Mang Tiller. I fired it up to do my garden , and it would not idle down . I first pulled up the gov. shaft and inspected the fork , it's ok . Next I suspected a broken rollpin on a gov. weight or something similar , so I pulled the engine and removed the oil pan , I can't find anything wrong. There were no debris in the pan . the spool / sleeve that works againt the fork seems a little sloppy should it have a little wobble in it or slide smoothly on it's shaft ? Thanks guys .......
 
Check to see if the screw(s) has fallen out of the carburetor throttle butterfly. It's happened before!

Otherwise, the gov-to-carb linkage may be out of adjustment.
 
Ok , I pulled the carb , and the butterfly screws are in place. I took the governer rod off and you can control the speed just fine , but if you rev it , the gov. lever is locked internally , can't push it back against the flyweights ...There is definitly something locking up when the engine revs up . How do you remove the shaft through the cam , just punch it through from the flywheel side ? I see that the crank bearing support plate must be removed.

Ok , thanks Bob , The gov. illustration is just what I need . Looks like it should just punch through. I'll let you know what I find ....
