Wisconson engine problems

I have an old 4 cyl Wisconson engine on a Lincoln welder. It has not run in 6 years. I have gotten it running. It starts easily and runs at low rpm but surges and stalls when I try to run it faster. When I strike an arc it dies immediately.

When I started working on it the tank and fuel lines were dry but smelled like varnish. Is this a carb problem or a governor problem? Could running it for a few hours help?
 
It sounds like fuel. Those carburetors are pretty simple. Take it apart and clean it up inside. I would bet the float is set correct, but would not hurt to check it. If that doesn't work I am sure you will get other suggestions. Is it a VE, Vf or VH4?
 
Carb is gummed up, because old fuel dried up in
it. If you need a carb kit, NAPA has them, or can
get them.
