Briggs with a stuck valve.

I have a 1967 vintage Briggs with a stuck open exhaust valve.

The engine has be parked 25 years.

I put some ATF and pb blaster on it (stuck open).

It will go down if tapped, but gets stuck open again.

If the ATF does free it up, should the valve be pulled anyhow to clean it?

Is it possible to remove the valve with basic hand tools.

Yes the Valve should be removed to clean the stem and the valve guide. Once you have it out clean both areas with emery cloth. You can remove the retainers with ordinary shop tools if you take your time.
 
To clean the bore of valve guides, I use gun
barrel cleaning brush"s, of the closest size,
and spin it slowly with a variable speed drill,
and light oil for lube.
 

Got it unstuck. It can be done without a tool. Used a vice and a wire tie to recompresses the spring.
