My wis engine on my baler revs under no load and bogs down loaded. A couple weeks ago the arm from the carb to the gov broke and the engine wound way up before I could shut it off. Could a spring or something in the gov broke? If so what should I look for? TIA
 
There's no spring "in the Governor" but there
is a spring holding the throttle, carb butterfly,
closed, and the governer works against to in
order to try to keep the engine running at a constant speed
 
This might be a dumb response but did you hook the rod from the carburetor throttle lever to the off set hole at the top of the governor lever? Is the governor spring hooked to the correct hole in the governor lever? Hole number six will give you a no load RPM of 2150 and a load RPM of 2000. Hole on the bottom of the governor lever is number one. The spring tension is adjusted by means of the adjusting screw on the spring to run at 2150 revolutions per minute at no load.

If everything is hooked back up properly the engine should not have the problem you described.
 
In reference to JOB's answer..an owners and parts
manual for your engine shows a photo and gives directions on how to do that. Get yourself an
owners and parts book!
 
There were no springs or holes changed from where they were before the rod broke. Only two things can be different, the lenght of the rod and the adjustment screw on the carb where the rod connects. I didn't change that from where it was when I got it new. I shortened the rod about 1/8" so it would go into the governor top off set hole without moving the gov lever. It acts just like the governor isn't working at all, which led me to think the over-reving broke something. I have a book which I haven't dug out because I've had heat sickness. Thanks for your answers.
