16.5 Briggs Compression Release

I adjusted the valves on that 16.5 Briggs in my lawnmower. It still wouldn't turn over easily. I got fed up and my FIL wanted the mower (I have four others...) so I took it in to a local small engine guy.

As suspected, he said it was the compression release valve. He said the only way you can get the compression release valve is to buy the whole camshaft. Is that true!?! That is a $150 part!

Does anybody know of a way to get only the compression release? Is the same part used on many engines? (that way I can expand my search) Does anybody have a parts engine that I can rob?
 
The compression release is part of the cam and IS AVAILABLE NO OTHER WAY. Are you sure you are setting the intake valve correctly. I set the valves on a OHV Briggs at .003 inch on the intake and .005 inch on the exhaust. If you set the intake wider, the decompression release will NOT work.

I set the valves myself and I took the tractor to a private fixer guy and he set the valves. It still wouldn't release for either of us.
I don't think I set them that tight though. I will go check the other thread I started on this engine and see what I set them at.
