IHC LB Governor oil pipe

Trying to get an old IHC LB 1 1/2hp to run. Wants to run but only at very high speed. Can't slow it down. Outside governor mechanism seems to be ok. Any ideas? Also can't get any oil to come through the pipe to the valve train trough. Took out ajusting screw, still nothing. Is there a pump or how does oil get there. Frank
 
It's probably all sludged up inside. The oil is splashed up and there's a cup that catches the oil and it should drain down the pipe to the valves. That's probably also why it won't idle down. The govener weights inside are probably gummed up also. You're going to have to get something inside to try and break the gunk up. Otherwise take the flywheel off and remove the side plate and clean up the inside.
