Two questions. What should be the head bolt torgue on this engine? Also I have the head off because the throttle baffle was stuck in the open position so the engine run at wide open only. When I put the head back on and connect it to the throtle rod from the governor I assume I would want the baffle to be in the closed position?
 
No, when the engine is not running, the throttle valve will be in wide open position. The engine will not start with throttle closed. The governor, if working correctly, will close the throttle plate when the engine starts ans runs. As for torque, not sure, I torque mine to 150" lbs, it is a low compression engine, and all my L series engines run great at that torque.
