Briggs 5HP Chrome Oil Ring Assembly

Was installing a chrome ring set to replace a standard set for this horizontal shaft engine (model 130212). Noticed the oil ring is in 4 pieces, the standard was a 1-piece.

When assembling the 4-piece (expander, 2 spacers, cast iron piece) oil ring, is it really necessary to use the expander? When I install all 4 pieces in the ring groove, it seems awfully crowded. The Briggs repair book says to use the expander when required.
 

I've only used chrome rings a few times and I've always used the expander,it does make it harder to install the piston unless you use a ring compressor.If the cylinder is tight,you might be ok without it but if it's loose,I'd use it for sure.
 
If the expander was not needed they would not have supplied it. Use the ring set as supplied and install the rings per the included instructions.
