Just a question.... Why would my MH tractor run with the choke on
But pops like crazy and spots oil out intake when choke is off.

Because airflow is limited with the choke pulled out. Engine MIGHT have some broken valve springs too, causing the popping when valves are not closed when they should be.

It could be not getting enough gas, I've
had this happened and it was a restricted
gas flow. Once from a sediment bowl screen
and another time from a tiny piece of rust
below the needle valve.

Too lean or weak ignition, as in weak spark, worn or fouled plugs.
