throttle and stop cables

I have a David Brown 885 but the stop cable and throttle cable have both seized , the only way that i can see to get to them is to remove the fuel tank. I have read somewhere that there is a hatch that can be undone to allow access but as far as i can see there is none. As i am near 80 years old is there a easier way or doing it or a diagram of how to do it . Thanks
