you had the distributor off the tractor or loose and
turned it quite a bit since you have had it? If not the
timing cannot be off. The only way it can be off is if the
wires to the plugs are not on correct, which you claim
is correct. You say that you ..confirmed fuel at carb
and bowl.. not sure what ..bowl.. you are talking about,
could be the glass sediment bowl under the tank or the
bowl or bottom of the carb. Did you check to see what
kind of flow comes out of the actual drain on the
bottom of the carb? It should at least flow a steady
stream after the initial drain down of the carb bowl if
any comes out at all. Keep in mind that there may be a
fine screen in the fitting that screws in the carb where
the fuel line attaches, see link. Since you saw it
running how long has it sat? The reason I ask that is
that blowing back through the carb is a symptom of an
intake valve that is sticking open. A compression test
would tell you if that is a problem.
