Governor Shaft Leaking on 1964 Ford 4000

Are there any easy or clever solutions for stopping a slow drip on the governor shaft that goes into the front cover? I suspect there is nothing that can be done without removing the front cover and replacing the seal. That said, the shop manual says you need to loosen the frame bolts on the high crop narrow to gain clearance. I assume that means you are gaining clearance to slide it out the bottom? Any advice from people who have done this is appreciated. I d like to take apart as little as possible.
