Okay, seeing that you installed a new carb are you
certain you got the tab from the governor rod placed
correctly in the notch in the wide ..V.. on the carb
throttle shaft at the joint between the aluminum tube
that connects to the carb? It should still start if it is out
of place but usually will not idle down. Can you at least
answer if it was running before you started working on
it? Have you had the distributor off since it last ran. A
little more story of what you have going on never hurts.
Often times it is a small detail that the poster does not
feel is important is the thing that solves the problem.
As far as the level in of the gas in the carb bowl you
say is ..full.. how are you determining that, x-Ray
vision? The carb bowl is not the clear bowl under the
tank. That is called a sediment bowl. Here video of
what showcrop is suggesting you do to see the level of
fuel in the carb bowl. It is for a motorcycle carb but
same principle. The threads in the IH carb bowl are 1/8
inch pipe thread. Go to the 6:45 mark to see the
process and it will work with the carb on the tractor
just as well.
