Been sitting for years. finally getting it started, now no steering or brakes. Followed hyd. lines from steering wheel, ( pump ?
) to cooling radiator, to a separate tank? do not know what this is, but it is not like my 1466 cylinder for steering. need help

What do you know about the tractor before it sat for a long time? Was it fully operational? Does it have a Fast Hitch or 3 point does that operate, how about the PTO does it turn when engaged? When you move a remote hydraulic lever does it load the engine a bit like it is developing pressure it the remote piping or hose? These IHs have a habit of wearing out the splines in the clutch pressure plate and stripping them so the Hydraulic pumps and PTO are no longer driven. If remotes, hitch or PTO works then start it and continually steer it left for like 3-5 minutes or more. This may bleed the system and get it working.

the tractor was fully functional when parked. the pto does engage and turn both splines. The 3-pt hitch does go up and down, ran tractor for 20 minutes at 1000 rpm. pumped brakes repeatedly, turned steering wheel enough times until i was dizzy, then turned it countersclockwise to unwind myself. still no brakes or steering. thanks for listening

I would recommend you repost this on the Farmall and IH topic section, this section does not seem to get the viewing numbers that the others get. I know there is a way to bleed the system which I cannot give you the exact way to do it.
It involves removing a plug on the MCV valve on the left side of the transmission. Hopefully one of the IH guys can give you the details of that is correct.

Put an extra 5 gallons of oil in the system, it can stay there, doesn't hurt a thing and will ''cover'' an O-ring in the suction tube area that sometimes fails, leaks, and allows air into the pump suction flow.

Remove the hex head plug (sealed with an O-ring) from the rearward-facing ''face'' of the MCV and crank the engine 'till the pump primes or start it and be prepared to QUICKLY shut it down when it primes, limiting the mess that will be made.
