I have a friend that has a 135 MF gas that the hydraulic arms won't work . He wants me to look at it. What
are some of the things I should check out ?

If no maintenance has been done on the tractor I would start with the hydraulic oil filter. With most tractors it's just a screen which could be cleaned.

More background story might help. Is this a tractor he has had for a while and was working fine until now? Was he working it when it quit or was it dead when he started it? Or is it one he just got and is not familiar with? If it is a tractor, he just got it easily could be as simple as what Dieseltech posted. Temperature, water in the oil?
 
I understand that he has had it long time and it just quit working. He uses it on a blade to grade the drive
way.I'm just trying to resource info so when I go out that I can at least check out the simple things.

Those are prone to collect water in the case where the pump lives.

If there is water in it, and it was frozen solid, it may have broke the pump. If it was slush it may have stopped the oil flow to the pump, and will resume working when it thaws.

A shop manual would be a valuable investment before going into it, the controls are quite sensitive to adjust. Lots of things can cause it to fail. The top cover is very heavy and you will need a lift to safely remove it. The control linkage extends to the bottom of the case and can be easily damaged if you lose control of the cover!
 
I don't have that model tractor. From what I read you access it at the PTO plate in front of the rear axle. There is a steel cup that sits upright on the pump, then the filter goes inside that with the other upside down cup screwed down over the top of that. When I cleaned the filter on my tractor it was so plugged I don't know how any fluid got through it.
