574 timing gear cover

Reinstalling a timing gear cover on my 574, they must have used silicone when previous work was done. Do I use silicone to replace? Also scraping old silicone is not going well. Any tricks?
 
It doesn't need silicone on all the surface, maybe just a little where there are surface irregularities, like at the edges or the pan, etc. Or you can use it over the whole surface, just be sparing. I would use the automotive type.

Just do whatever it takes to get the old off, scraper, wire brush, pocket knife... Then spray it off with carb/brake cleaner to remove any oil.
